The file
The league's ownership test is a questionnaire. We obtained the version submitted for the club's change of control and the two internal emails that queried it. Neither email received a reply. The approval was signed the following Friday at 4:50pm.
What was known
The withdrawn filing from chapter one had been seen by the league's own adviser three weeks earlier, according to a memo now in our possession. The memo recommends "further enquiry". There is no record of one.
