The first thing you notice is not the noise. It is that nobody is asking anyone else to sit down. For twenty-nine years that sentence would have been illegal in this stand, and the man to my left \u2014 who has held the same season ticket since 1991 \u2014 says it twice before kick-off, as if testing whether it is still true.<\/p>\n\n

Between August and April I watched thirty-one matches from the licensed standing sections of nine clubs. What follows is not an argument for or against. It is a description of what actually happens in a part of the ground that has been legislated about, at length, by people who have mostly never stood in one.<\/p>\n\n

Rail seats and long memories<\/h2>\n\n

Rail seats look like ordinary seats with a scaffold bolted through them. The seat folds up and locks; the rail sits at chest height; each person gets the same footprint they would have had sitting down. The engineering is boring on purpose. That was the point of the design \u2014 to make the return of standing an infrastructure question rather than a cultural one.<\/p>\n\n

It did not work. Six months into the pilot, three of the clubs I visited had received formal complaints from supporters who wanted the sections removed, and two had received more complaints demanding they be extended.<\/p>\n\n

The licence<\/h2>\n\n

The licence itself runs to eleven pages and contains one paragraph that everybody in football has now read: sections must be "in continuous use by the same supporters for the duration of the fixture", which is a legally careful way of saying that people cannot wander.<\/p>\n\n

Clubs read that paragraph four different ways. Nine converted a single section and left it there. Six expanded within a season. Four found the section fuller than the rest of the ground and quietly moved their most expensive tickets two rows behind it. The rest are still deciding, which in football means waiting to see who gets fined first.<\/p>\n\n

What the data says<\/h2>\n\n

The safety case has been made by the safety officers rather than the campaigners. There has not been a recorded injury in a rail section since the pilot began, and the stewarding cost per head is lower than in the seated stands, because nobody has to be told to sit.<\/p>\n\n

  • Average age in rail sections: 29, against 43 across the whole ground.<\/li>
  • Renewal rates: 96% in rail sections, 88% elsewhere.<\/li>
  • Complaints about sightlines from the rows behind: 14 across nine clubs, all in the first month.<\/li>
  • Ejections per 10,000: 1.1 in rail sections, 1.4 in seated areas.<\/li><\/ul>\n\n

    How we reported this<\/h3>

    Thirty-one matches at nine clubs between August and April, from a numbered rail space bought at the public price. Every club was told a reporter was present. The numbers come from the clubs' own safety returns, which they file with the licensing authority and which four of the nine shared in full; the rest are from the authority's summary.<\/p><\/div>\n\n

    Ninety minutes in Block 5<\/h2>\n\n

    By the twentieth minute the section has sorted itself. The people who want to sing are at the back, the people who want to watch are at the front, and the people who want to do both have found the rail that lets them lean. Nobody arranged this. It is what a crowd does when it is allowed to.<\/p>\n\n

    The man from 1991 sits down at half time. He stands up for the second half before the players come out, which he says is the point: you stand when you want to, not when you are told to.<\/p>\n\n

    What comes back<\/h2>\n\n

    The government review is due in November and the likely outcome, according to two people involved in drafting it, is expansion with conditions: more sections, tighter licensing, and an explicit rule about away allocations that nobody has yet written down.<\/p>\n\n

    What comes back is not the terrace. It is a managed, numbered, engineered version of something people remember imperfectly \u2014 which may be the only version that was ever going to be allowed, and is, on the evidence of a season inside it, a great deal better than the argument that preceded it.<\/p>\n\n

    The man to my left has renewed for next season. He has also, he tells me, kept his old seat two rows back. Just in case.<\/p>\n\n
